City Administration consists of appointed and hired staff. The elected City Council sets policy objectives and the City Administration ensures they are carried out and administered effectively.

City Administrator's Office

The City Administrator serves at the pleasure of the City Council and is the City Council's chief advisor. This form of government can be likened to the private sector relationship between a board of a corporation and its Chief Executive or Chief Administrative Officer.

In addition to implementing City Council policy, the City Administrator is also responsible for the following:

  • overall management of City operations
  • appointing department directors
  • coordinating the development and analysis of policy recommendations presented to the City Council
  • preparing and proposing an annual budget for consideration by the City Council
  • enforcing municipal laws and ordinances

Strategic Planning

In the fall of 2023, the City Administrator's office and City Council worked with the ETC Institute to develop and execute a community satisfaction survey to aid with understanding community needs and in order to bring in performance data for some of the areas above. Results of the survey are being used to develop the working Strategic Plan.

City Budget Process

The City Budget Document is a solid plan identified and approved annually by the City Council. The budget meets all statutory requirements of the State of Kansas. The City of Baldwin City operates on a calendar fiscal year beginning on January 1.

The general timeline for budget approval is as follows:

  • June 15: Preliminary assessed value notice delivered to the city
  • June and July: Budget worksessions with council & department heads take place
  • July 20: Revenue neutral rate due to the county
  • August 20-September 20: Public hearings
  • September 20: Final budget due to the county
